PILLAR OF GOOD GOVERNANCE IN ISLAMIC EDUCATION
We have four categories for Islamic Higher Education. Under MORA, we have the first is State Islamic University (UIN), State Institute of Islamic Studies (IAIN), Islamic College (STAIN) and Private Islamic Higher Education (PTAIS). 91 percent is private Islamic higher educations and only 9 percent is state Islamic higher education. We have 35.000 lecturer in various area of study and we have 570.067 students in various area of study. Majority was a student of Islamic education in faculty of tarbiyah or Islamic education.
We have the vision: to create the Islamic generation base on akhlak al karimah, smart and competitive. As base of behavior, al akhlak al karimah is character of human being base on Islamic ethics. Akhlak al karimah is not only for the relation between Allah and man, or between one man and another but also the relation between man and the social and physical environment. Not only the relation between muslim and muslim but also between muslim and the other non muslim. I would like to give the information that competition is not base by the materialistic perspective but by the togetherness. Like the smart is not only for intellectual quotient but for emotional and spiritual quotient.
To enhance the good governance, we need some supports. We have at minimum five pillar for that. The support of operational policy that can be implemented, supporting of effective management, supporting of system of accountability, and the implementing program.
The first, The system of management and governance principally depend on the empowering of organization. As the centralization of bureaucracy, MORA is different with MONE. In this case, MONE has one function for education only but MORA has various functions and one of them was Islamic education. Gradually and technically, that governance of Islamic educations in Directorate General of Islamic education than implementation of Islamic education in the level of province and the last is the implementation of Islamic education in local government and the unite of educations.
So the problem is very much. Not only because of the center and local, for example was about budgeting and the limitation of budget but about the distance between one and another base on the implementation of policy.
The second is regulation. Regulation is very importance for basic implementation of Islamic education. For educations we have the System of National education regulations or Undang-Undang Sisdiknas number 20 year 2003. And we have the teacher and lecture regulations. And also many of regulations as Peraturan Pemerintah number 55 year 2007 and the other. All of the regulation implemented for the development of educations at all.
The goals of certification program is to up the teacher and lecturer welfare. By this program, government want to improve the welfare of economic condition in order to Guru and dosen can concentrate to their works and duties. By this regulation, we all hope the improvement of education in various grade and level.
The third, human resource development. The position of HRD is very important. In the case of Indonesia, we have not good rank in the HRD progress. In the Islamic higher education the indicator for knowing the development of HRD is how many doctors of philosophy and professor they have.
The fourth, Monitoring and evaluation. A good program must be evaluated by the monitoring and evaluation. We don’t know the program bad or good in the implementation if it is no monitoring and evaluation.
The Fifth, data and information. For knowing about the development of Islamic higher education, so we have an EMIS or electronic management of Islamic School. This program is funded by budgeting of MORA. By this program we know about the data of Islamic education from Madrasah Ibtidaiyah or Elementary school until Islamic higher education.
The sixth, quality assurance. All of our educations institution have the internal quality assurance by the name Kantor Jaminan Mutu or the Office of Quality Assurance. This office has program for ensure that their quality is good or bad. They have indicators for assure the quality of the study program not only about processing of learning by lecture and student, but the quality of institutions at all.
The seventh, accountability of program implementation. Now we live in the era of transparency. We have the regulation for ensuring that the process and product of our program can be evaluated by the other institution for example NGO or the other. Because of that, all of the institution must be avoid about the deviation for using budget and so on.
